Fiber Internet Growth in Rural Perry Highlights Why Calling Before You Dig is Vital

Perry, IA (May 7, 2026) – This spring, as Minburn Communications continues fiber internet construction in rural Perry, the company is raising awareness about One Call–why it matters for everyone and the issues that can occur when it is not used or when providers fail to complete locates.

Under Iowa law, homeowners, contractors, and excavators must contact 811 or submit a request through IowaOneCall.com at least 48 hours before beginning any digging project. When you call or submit a One Call ticket, utility providers such as gas, electric, water, and communications companies are notified and required to mark the locations of their underground lines within 48 hours, beginning at 6:00 a.m. the next business day and excluding weekends and legal holidays.

Failure by either the person planning to dig or the utility with underground facilities in the area can result in serious consequences, including injury or death, damage to underground utilities, and service outages for customers served by those underground utilities. All of these outcomes are avoidable.

“First, we want everyone to be safe. Second, we want our fiber network to be well maintained and free from damage. It is best for the integrity of our overall network. Finally, our customers deserve to have uninterrupted, reliable service,” said Douglas Pals, CEO of Minburn Communications.

Pals continued, “We are finding all too often that some utility companies do not come out to mark their facilities, which is dangerous and creates challenges for everyone. We do not want to interrupt a person’s service, and we do not want to damage another utility company’s facilities, but when they are not marked at all, that is what can happen. Thankfully, gas and electric utilities quite reliably mark their facilities. We find that some communications utilities do not, despite the potential fines for failing to complete locates properly.”

Pals said that the Minburn Communications team always contacts 811 before starting fiber projects and responds to locate requests, even emergency ones, within the required timeframe. He added, “It is the right and proper thing to do. “This spring, Minburn Communications reminds everyone to call 811 or visit IowaOneCall.com to request a locate at least 48 hours before moving any soil. They also would like to encourage all utility providers to complete locates as required. Doing so will make the process work best for everyone.
